Veronica Blackhat

Assistant Attorney General

Veronica Blackhat grew up in Newcomb, New Mexico. She is a graduate of Eastern New Mexico University and earned her law degree from the University of Wisconsin Law School. She currently works as the Assistant Attorney General with the Natural Resources Unit, Navajo Nation Department of Justice. She has over twenty-two years of experience in working with the Navajo Nation in areas of natural resources, transportation and Indian self-determination. She is licensed to practice in New Mexico and the Navajo Nation.

Erika Pirotte

Senior Attorney

Erika Pirotte grew up on the Central Coast of California. She is a graduate of Colorado College and earned her law degree in 2018 from the University of Oregon School of Law. She currently works as an Attorney in the Natural Resources Unit. She is licensed to practice law in New Mexico and the Navajo Nation.

Dan Moquin

Principal Attorney

Daniel Moquin grew up in the Burlington, Vermont area. He graduated from the University of Utah and from its law school in 1996. He is a Principal Attorney for the Natural Resources Unit and has held that position since 2021. He has practiced law since 1996. He was an Assistant Attorney General for the State of Utah, representing the Board of Oil, Gas, and Mining on oil issues and the Division of Oil, Gas, and Mining on hard rock and coal issues. He was a staff attorney for the Navajo Nation Judicial Branch between September 2002 and July 2017. He was a Principal Attorney for WRU from July 2017 until transferring to NRU in 2021. He is licensed in Utah and New Mexico Bars and the Tenth Circuit Court, a United States Supreme Court Bar association member, and has inactive status in the California bar.

Irvin Chee

Principal Tribal Court Advocate

Irvin Chee is an enrolled member of the Navajo Nation and is Todichiinie born to Tsi’Nah’Jii”niih originally from Lupton, Arizona. He attended Phoenix College and is an under-graduate of Arizona State University (“ASU”), Tempe, Arizona and earned his under-graduate law degree in Criminology and Justice Studies in 1995 from ASU. He is currently working as Legal Advocate for the Navajo Nation Department of Justice with the Office of Attorney General for twenty plus years. In that capacity he represents the Natural Resources Unit. He has practiced law with the Navajo Nation Courts since 1975 for over forty plus years, and in addition to working as legal advocate, he has previously worked for DNA People’s Legal Services as a legal advocate for over fifteen plus years in Window Rock and in Shiprock area. He is licensed to practice law in Navajo Nation Courts and in Ute Mountain Ute Tribal Courts.

Rosita Johnson

Legal Secretary

Rosita Johnson is an enrolled member of the Navajo Nation originally from Greasewood Springs, Arizona. Her clans are Cliff Dweller/Honey Combed (Tsé Njikíní) and born for the One-Walks-Around (Honágháahnii). She has over thirty plus years of experience in working with the Navajo Nation Department of Justice as a Legal Secretary. She is a proud mother of two amazing children and seven grandchildren. In her spare time, she enjoys spending time with family and friends.
